Absentee Ballot Chain of Custody

Did you know that all Town of East Troy mail, including all Absentee Ballots are delivered to a PO Box in East Troy, WI? A Town employee picks up the Town’s mail from their PO Box 872 located at the USPS East Troy location.

The Town doesn’t have a physical mailbox located at the Town Hall nor does any mail get hand delivered by USPS to the Town Hall at N9330 Stewart School Road. How is the chain of custody ensured with Absentee Ballots by Mail?

Chain of custody is essential to transparent and secure elections.

There have been eyewitness accounts of a Town employee picking up the Town’s mail from the PO Box on their way home, which “We the Town People” were unable to independently verify. If true, this mail is now potentially temporarily located at a private residence or in a vehicle overnight or over the weekend which potentially breaks the Chain of Custody for those ballets. What if the house or car burns down while the mail is there?

Why isn’t the mail being dropped off in a secure mailbox outside the Town Hall to avoid this situation?

We the Town People have been unable to locate a Chain of Custody USPS Mail policy and procedure on the Town’s website.
